(Photo) President, Karen S. Rheuban, M.D.

President & Chairman, Karen Rheuban, MD is Professor of Pediatrics, Senior Associate Dean for External Affairs and Continuing Medical Education and Medical Director of the Office of Telemedicine at the University of Virginia. She currently serves as the Vice President of the American Telemedicine Association (ATA), for which she has also served as a board member and Treasurer. She is a board member of the Center for Telehealth and E-Health Law. Dr. Rheuban is a fellow of the American College of Cardiology and the American Academy of Pediatrics. She has regularly been listed in the “Best Doctors in America” database, and was recently recognized to be profiled in the National Library of Medicine's exhibit “Changing the Face of Medicine: Celebrating America's Women Physicians.”

(Photo) Vice President, Kathy Wibberly, PhD

Vice President, Kathy Wibberly, PhD is Director of the Division of Primary and Rural Health in the Virginia Department of Health (VDH) Office of Minority Health and Public Health Policy. She has been with VDH since 1995 during which time she has spearheaded several statewide projects, including the Virginia Partners in Prevention Initiative, the Virginia Right Choices for Youth Initiative, Virginia Telehealth Network, the Culturally and Linguistically Appropriate Health Care Services for Virginians (CLAS Act Virginia) Initiative and the Virginia State Planning Grant. Dr. Wibberly is Chairwoman of the VDH Institutional Review Board and serves as Virginia’s Primary Care Officer and State Office of Rural Health Director. She received her Bachelor of Arts in Psychology from Gordon College, Wenham, MA and her doctorate in Counseling Psychology from Virginia Commonwealth University (VCU) in Richmond, VA.

(Photo) Secretary, Cynthia Barrigan, RN, MPH

Secretary, Jeffrey Nelson, MPH, MSW is a Policy Analyst Senior in the Division of Policy and Research with the Virginia Department of Medical Assistance Services (DMAS). He developed the DMAS pilot coverage of telemedicine in 1995 and has managed the coverage since then, including the statewide expansion in 2003. Additionally, he is involved with other DMAS health policy areas including: coverage of school health services for Medicaid children in special education, transportation brokerage, disease management, interpreter and translator services, and coverage of health services for Hurricane Katrina evacuees. He has been extensively involved in data management and data development issues at DMAS. He holds a Master of Public Health and a Master of Social Work (evaluation, planning, and research concentration) from the University of Minnesota. He is a member of the American Public Health Association and the National Alliance for Medicaid in Education.

(Photo) Treasurer, Jeff Odell

Treasurer, Jeff Odell has 16 years of experience in designing and implementing health management programs for some of the nation’s largest employers and insurers. He is the Sr. VP of Marketing and Business Development for both Central Virginia Health Network and its affiliate MedVirginia. He previously served as VP of Sales and Marketing at Health Management Corporation, the disease management subsidiary of WellPoint/Anthem Blue Cross Blue Shield. He currently co-chairs the Disease Management Association of America (DMAA) Provider Satisfaction Sub-Committee and is a member of DMAA’s Quality and Research Committee. He has been nominated to the Board of the Richmond Ambulance Authority (pending approval by City Council). Mr. Odell has a Bachelor of Arts in Economics from the University of Virginia and holds the Associate in Risk Management designation from the Insurance Institute of America (IIA) where he was the 1998 recipient of the Distinguished Graduate Award.

Howard Chapman, Jr. is Executive Director of the Southwest Virginia Community Health System (SVCHS), a position he has held since 1983. The SVCHS operates nine programs in Southwest Virginia which saw more than 50,000 patient visits in 2006. Mr. Chapman is serving as Chairman of the Community Care Network of Virginia (CCNV) Board of Directors and Chair of its Technology Committee. He has been a member of the CCNV Board for 11 years. He is Treasurer for CareSpark, a Regional Health Information Organization (RHIO) serving east Tennessee and southwest Virginia, and serves on the Access Workgroup and Advisory Committee for the Virginia Rural Health Plan. He has 17 years of service on the Virginia Primary Care Association (VPCA) Board of Directors, serving two full terms as President. He is the immediate past Chair of the Southwest Virginia Area Health Education Center (AHEC) Board and the Southwest Virginia Graduate Medical Education Consortium (GMEC) Board.

Diana Giles is the Chief Financial Officer for Bay Aging, a non-profit, charitable organization serving the Northern Neck and Middle Peninsula of Tidewater, VA. She works directly in developing and managing all Bay Aging Financial programs, including all Independent Senior Apartment projects, all Health services (including Meals on Wheels, Adult Day Services, Personal Care In-home Services, Respite Care Services, and Senior Active Lifestyle Centers), Public Transportation, and Bay Family Housing. She is the Treasurer of the Northern Neck Middle Peninsula Telemedicine Consortium, serves on the board for the Laurel Shelter, serves on the No Wrong Door Advisory Council and is a member of the Northern Neck Middle Peninsula Alzheimer’s Advisory Council. In addition, she has 20 years of experience in managing technology needs, data management, disaster recovery and data processing within the financial industry. Mrs. Giles attended Southwestern College and Wichita State University.

Karen Jackson, MBA is Vice President of Broadband Programs for the Center of Innovative Technology, a state-chartered nonprofit corporation that accelerates Virginia’s next generation of technology and technology companies. She is responsible for supporting competitively priced, broadband services. Ms. Jackson is also the Director of the Commonwealth’s Office of Telework Promotion and Broadband Assistance, responsible for promoting telework alternatives and advising the Secretary of Technology on broadband related issues. Ms. Jackson serves on a number of Boards and committees across the Commonwealth including the Council for Rural Virginia, and the Joint Commission on Technology and Science’s Broadband working group. She holds a Bachelor of Science in Business Management from Christopher Newport University and a Master of Business Administration from The College of William and Mary.

Deborah Lipes, RN is Chief Executive Officer for Bath Community Hospital, Hot Springs, VA, a position she has held since 2004. The hospital is a not-for-profit critical access hospital with a licensed capacity of 25 beds and provides 24 hour emergency care, surgical care, skilled nursing, radiology, pharmacy services, rehabilitation service, home health and other services. Ms. Lipes has nearly 30 years of experience in rural health care including 11 years of experience in overall hospital management. She first began working with Bath Community Hospital in 1978 as a staff nurse and has grown with the hospital through successive advancements including Director of Clinical Services, Director of Operations, and Vice President/Chief Operating Officer. Ms. Lipes received her RN at Community Hospital Roanoke Valley School of Professional Nursing, Roanoke, VA and a Bachelor of Arts in Health Care Administration from Mary Baldwin College, Staunton, VA and is currently enrolled in a Master of Business Administration program.

Elizabeth Martin, MHA is Vice President of Riverside Health System and Administrator of Riverside Tappahannock Hospital, where she oversees the daily operations, strategic development and construction projects on the hospital campus. In addition to acute care management, she has considerable experience in managing hospital outreach programs, outpatient services, and community health and wellness programming. Mrs. Martin is the President of the Tappahannock/Essex Chamber of Commerce, the President of the Aylett Country Day School Board of Directors, Chairman of the Northern Neck Middle Peninsula Telemedicine Consortium, Vice President of the Tappahannock Free Clinic Board of Directors and serves on the board of the Peninsula Emergency Medical Services. She has a Bachelor of Science in Biology from the College of William and Mary and a master’s in Health Administration from Duke University.

(Photo) Elizabeth Martin, MHA

James A.L. Mathers, Jr. MD, FCCP is a partner with Pulmonary Associates of Richmond, Richmond VA. He is also the 2008/2009 president of the American College of Chest Physicians (ACCP). He has 28 years of private practice experience in pulmonary, critical care and sleep medicine. With the ACCP, Dr. Mathers has served in numerous leadership roles, including: Two terms as Regent-at-Large on the Board of Regents, two terms on the Executive Committee of the Board of Regents, Trustee of the Chest Foundation, Regent Representative to National Association for Medical Direction of Respiratory Care (NAMDRC), Chair of the Government Relations Committee, and Chair of the Critical Care Work Group. Dr. Mathers received his medical degree from the Columbia University College of Physicians and Surgeons in New York. He completed a medical residency at Maine Medical Center, Portland, Maine then returned to Columbia University for his Pulmonary Fellowship.

John Michos, MD has more than 14 years or experience in the fields of pulmonary medicine and internal medicine and is licensed in the areas of medicine and surgery, is board certified by the National Board of Medical Examiners, and is additionally board certified in the fields of internal and pulmonary medicine. In his role as a practicing physician, he has extensive experience working in the hospital setting as Director of the ICU, admitting physician as well as in the ambulatory care setting caring for patients with pulmonary issues. Dr. Michos’ office uses electronic health records (EHRs) and his ICU has been involved in telemedicine. He has extensive experience working in the QIO community by providing support to several areas and teams within the Virginia Health Quality Center (VHQC). Dr. Michos completed his Bachelor of Arts in Biology from the University of Virginia in Charlottesville, VA, and earned his MD from Eastern Virginia Medical School in Norfolk, VA.

Neal Neuberger, CISSP is President of Health Tech Strategies, LLC, (HTS) a Virginia-based consulting firm focused on the public and private sector policy environment with regard to research, development and implementation of emerging health care technologies. He has nearly 30 years of experience in health policy, regulatory analysis, program development and communications, and is a national expert on the Health Insurance Portability and Accountability Act (HIPAA) of 1996. He recently became a major advisor to the RCHN Community Health Foundation on health information technology (HIT) related issues. In 2001, he received special commendation from the Director of the United States Secret Service for contributions toward rebuilding the New York Electronic Crimes Task Force following 9/11. Mr. Neuberger co-founded, and continues to coordinate, the 15 year old Capitol Hill "Steering Committee on Telehealth and Healthcare Informatics." He was a lobbyist for the American Hospital Association; staff assistant to U.S. Representative David R. Obey (D-WI) on the Appropriations Subcommittee on Labor, Health and Human Services; worked as an aide in the Wisconsin Senate; and served as the youngest elected official in Wisconsin on the Dane County Board of Supervisors.

(Photo) Robert O’Connor, M.D. MPH

Robert O’Connor, MD, MPH is Professor and Chair of Emergency Medicine at the University of Virginia. He has served as principal investigator on approximately 40 extramural and multi-center funded projects and presented more than 300 research papers and lectures at local, national, and international research conferences. He has over 300 publications and has co-authored six books and is editor-in-chief of eMedicine: Emergency Medicine. Dr. O’Connor serves as President of Advocates for EMS, and is the Immediate Past President of the National Association of EMS Physicians. He is Chairman of the American Heart Association’s Emergency Cardiac Care Committee and is on its Scientific Advisory Council and Manuscript Oversight Committee. He received his baccalaureate degree from Haverford College, medical degree from the Medical College of Pennsylvania, and completed residency training in emergency medicine at the Medical Center of Delaware. After residency, he joined the staff at Christiana Care Health System during which time he served as the Director of Emergency Medicine Research, State EMS Medical Director and directed the Emergency Medicine Residency Program.

(Photo) Azhar Rafiq, MD, MBA

Azhar Rafiq, MD, MBA is Associate Professor in the Department of Surgery at Virginia Commonwealth University (VCU) where he also holds the appointment of Chief Scientific Officer serving the Medical Informatics and Technology Applications Consortium (MITAC). He has conducted research in the application of simulation platforms and robotics in surgical environments. MITAC has been a NASA Research Partnership Center to test innovative technologies for remote medical monitoring. Additionally, Dr. Rafiq serves as Director for the Medical Operations Laboratory at the MARS Institute. The MARS Institute is an analog in the High Arctic Circle for conducting simulation field exercises to support scientific study, and exploration of other planets. Dr. Rafiq graduated with an Executive Masters in Business Administration from VCU’s School of Business in 2003. He graduated with a MD from St. George’s University School of Medicine in 1990. He completed his undergraduate work in biology at City College of New York and earned his master of arts from Hunter College, NY, in 1982.

Richard Shinn, MS is Director of Public Affairs for the Virginia Community Healthcare Association (VCHA) where he works as an advocate for community health centers at the state and Congressional level on legislative and policy issues. Mr. Shinn provides public relations services, and also serves as editor of Across The Board, a national newsletter for board members of community health centers, and Access, the state newsletter for VCHA. Mr. Shinn's professional experience includes healthcare marketing, public relations, consulting, and managed care contracting for hospitals and health programs. In addition to his healthcare experience, Mr. Shinn has also worked in the technology field, providing web development services to organizations and marketing services to IT companies. Mr. Shinn holds a master’s in counseling from West Virginia University, and an undergraduate degree in business administration, also from West Virginia University.

(Photo) Dixie Tooke-Rawlins, DO

Dixie Tooke-Rawlins, DO is the Vice President and Dean of the Edward Via Virginia College of Osteopathic Medicine, Blacksburg, VA and served as the Administrative Officer in the founding of the College. She serves on the Board of the Virginia Rural Health Resources Network and the Board of the Medical History Foundation. She is also on the Board of Governors of the American Association of Colleges of Osteopathic Medicine, the Dean’s Committee for the Salem Veterans Medical Center and is on the 4-M (Medical Schools) Group of Virginia. In addition, she is on the Board of Directors of the Montgomery Regional Hospital in Blacksburg, VA, and the Board for Virginia Tech Intellectual Properties. Dr. Tooke-Rawlins is a member of the American Osteopathic Association, the American College of Osteopathic Family Physicians, and the Association of Osteopathic Medical Directors. She graduated from Truman University (formerly Northeast Mo. State) and received a Doctorate of Osteopathic Medicine from Kirksville College of Osteopathic Medicine and completed her postgraduate work at Grandview Hospital in Dayton, OH.

Rome Walker, MD is the Medical Director for Health & Preventive Services for Anthem Blue Cross Blue Shield of Virginia. His current areas of responsibility include employer group reporting and health promotion in Virginia along with being clinical lead for Performance Based Incentive Programs for hospitals and physicians in the East region. Prior to Anthem, he was the Chief Medical Officer for Carilion Health Plans, a managed care company in Roanoke VA. Dr. Walker has more than 20 years of managed care experience. He is board certified by the American Board of Surgery and practiced general surgery for 24 years. Dr. Walker received his undergraduate training in economics at Ohio Wesleyan University and his medical degree at West Virginia University School of Medicine. He completed a residency program in General Surgery through Roanoke Memorial Hospital and the University of Virginia.
