The Virginia State Telehealth Plan

Appointed by the General Assembly, the Virginia Telehealth Network (VTN) serves as a direct consultant to the Virginia Department of Health (VDH) to support the enhancement of and track implementation of the Virginia State Telehealth Plan. Part of this work includes an annual benchmarking telehealth usage in Virginia survey and hosting opportunities for community input.

In 2025, VTN will host more stakeholder listening sessions and form a steering committee to develop formal recommendations enhancing the Plan, incorporating themes and information gathered. Below is a timeline of these efforts:

Phase 1 (January – March 2025): VTN will convene with VDH, an advisory working group, and state agencies to discuss opportunities for enhancement. Focus areas include:

  • Broadband and technology access
  • Telehealth enhancements for improved patient care 
  • Telehealth provision for high need areas of the Commonwealth 
  • Telehealth accommodations for improved access – hearing and visual impairments; limited English proficiency 
  • Accommodations for improved telehealth access, ensuring sustainability, quality, and efficacy
  • Licensure and workforce development opportunities

A recap of meeting minutes will be released after each session.

Phase 2 (April – May 2025): VTN will open public comment on its website to gather community input on the Draft Plan.

Phase 3 (June 2025): VTN will publish formal recommendations to the Plan and present to the Board of Health.
